Downpipe not connected to drain, also wanting gutters checked

I have a downpipe that is not connected to anything that needs re-routing It is between 2 houses (semi-detached) and at the rear of the house There is also an area of guttering that overflows in heavy rain (there is a pergola attached with a sloping clear polycarbonate roof) With the heavy rain, there has been water collecting at the front of the house directly opposite where this downpipe is and not sure of that is the cause of the problem (or if won't be able to tell until downpipe fixed and heavy rain again?)
