Tile roof with possible leaking flashing for repair or replacement

We believe it is a flashing issue. Water has been pooling in the roof space and now part of the dining room ceiling has collapsed. Insurance may cover the ceiling but we need the roof fixed. Need A quote for new flashing or possibly a re-roof of one section of roof or whole roof but not necessarily in tiles. See photo for section of roof affected.
