Approval for Two Windows in Cinder Block Wall

I am renovating my basement and my building company has advised that I require a structural engineer to approve the creation of two windows in a cinder block perimeter wall. I have been advised that this should be a minor job for a structural engineer but I have been unsuccessful in locating one.
