Garage conversion to sleep out

Thinking about buying a section & need to have idea of cost of converting Double garage 36 sq metres (7m x 5.2m) into sleep out.cladding, framing & sub floor all good. We will re-roof & do spouting & electrical wiring. Water is on garage. Sewerage & power to a metre of garage . Appreciate a quote on: Flooring currently ply - prob needs replacing (no waterproof membrane there) Framing up bathroom & bedroom, Insulating & lining all areas - Quite like plywood for this Installing bathroom fittings (we supply): loo, vanity, shower Plumbing up for a kitchen bench (not allowed to have stove tho) we will install bench later. Also a carport attached to front of garage @ 5.2m wide x standard length. Maybe with clear lite on roof. Not sure if we legally have to have a storm water tank for a sleep out of this size? If so please also include in price. There is no dwelling on this section. It is a right of way driveway to garage concreted already. Garage has roof trusses. On a slope & access easy underneath.
