Build bracket for shadow cladding

I have existing shadow cladding on one section of my house, however there is no bracket between that and the house so the screws are pulling out.. this issue has caused me to fail a building inspection because if water gets into the holes where the screws pull this can cause water damage and can be uninsurable. I need the cladding pulled off, the suitable bracket made then cladding put back.
