New toilet and shower in Huapai

Hi, I would like to move an existing toilet to a new location (only 1 room away) and install a large tile shower. I'm not sure if this work requires consent but I am looking for someone who can help with everything from consent to installation. Im on septic tank. Can you help? Also, on a tight budget.
