Full renovation of existing permitted minor building with bathroom

We have a sleepout on the property that has seen better days. Looking for a full rebuild or extensive repair. Would like to take advantage of relaxed council rules to enlarge slightly. Looking for someone LOCAL. Good budget. Owner is happy to project manage (lots of experience). Timing is completely flexible. I'm happy to wait a few months for a work to begin. THE most important requirement, other than competence, is you have to finish the job once its started. I'd like to limit the build in time as much as possible.
