Bathroom Wall

I would like someone to fix this wall. We went to re-silicone our bathtub on the weekend and after removing the old silicone, found that this wall appears to have mould on the bottom. It looks like it's on a layer between the wall and the paint. It's hard to tell if it is just the bottom section without taking off any more.
