Granny Flat - 2 bed, 2 bath and Kitchen

We're currently in the process of renovating/building an approx. 70m2 granny flat in the basement of the main dwelling. It was an extension built in 1997 which was consented at the time, but construction stopped after it was lined and wired and the plans have changed slightly from the original. We are now wanting to finish it off including plumbing up the bathrooms, adding in a kitchen and a bit of repair work. We're looking for someone to help provide some guidance on where to from here.
