Removing wall between kitchen and laundry

We would like to remove part of a wall between kitchen and laundry and make wall of a current door way. When wall removed it will open up to a coat hanging walk in room, which will be kitchen and walk thru to hallway. Hope pictures will make sense. Above the wall (in ceiling) used to be an overflow tank for a hot water cylinder but we have a new cylinder with underfloor drain pipes and I've removed the tank in ceiling. We will plaster and paint ourselves. Not sure if we need council consent but you might be able to answer that?
