Cut wall & install 2x windows

Work required: 1- Cut and install new window on wall by the stairwell. 2- Cut and install new window on wall in the bathroom. Hi, We have major dark areas in the house, by the stairwell and a common bathroom that was built without a window for ventilation. We are unsure of if this work will require council consents or if this can be done a minor renovation. Currently looking for quotes and clear guidance on this work that will be a reliable long-term solution for more sunlight into the house.
