Lounge to Bedroom + Reposition shared wall & storage for two existing bedrooms

See attached floor plan 'before' and 'after'. (1) Lounge to Bedroom Conversion: I need an existing lounge area (2.9m x 3.4m) converted to a bedroom with built-in-robe added, and roof relined. Front door currently opens into this space so also need the door (keeping this door) repositioned to open into the larger lounge space (there is a three-panel window, the door could be an easy fit into the existing middle third of lounge windows, to keep it symmetrical). Depending on cost and time, I would like to understand what's involved in relining and insulating this room at the same time - doing this as I go (in parts over time) is something I'd like to do to the property. (2) Existing Bedrooms: At the moment the main bedroom is overly spacious and the second bedroom overly small. I'd like the dividing wall repositioned to balance out the use of space, and built-in-robes installed on either side of the new shared wall to increase storage in each room. Relocating the existing two bedroom doors would also be needed. I want this job to be council approved/consented ahead of time.
