Designer to add a new bathroom and a kitchen in the garage

Hi, I'm the new owner of the house, I would like to turn the downstairs (should be a garage, and the previous owner used it as an office) 4m2 laundry room into a bathroom, adding a shower box and vanity, I also need to add a 3m2 kitchen just next to the main building. I need someone to help me get building consent.
