Add wall to close off study

We have a study/landing area at the top of our stairs we want to close off to create an extra room. Would require a single internal wall (2.9m long 2.4m high) to be added with a door and some electrical work to rearrange lighting circuits. Looking to get this done by end of March. We live in a townhouse complex where other units had this done in the build phase (mix of 3 and 4 bed units with same floor plan just +/- the wall) so can show an example of exactly what we want (from other units). Not sure if this will need consent but looking for a guide from the builder for this.
