Bathroom Toilet Renovation

We are looking at installing a second toilet, and upgrading the original one, but removing part of the wall and moving the door back. Also remove the bath and linen cupboard, move the bathroom door and put a wall instead and have a wet area for the shower and if possible install a small linen cupboard for towels. One thing all the other bathroom places I have emailed with this have come back asking if we have engaged a draughtsman for the consent for the extra toilet and work to be done. Do you include this and charge us or do we still have to do that ourselves?
