Design and Consent for new second kitchen

We need a builder to provide the design and to get the Council building/resource consent to add a new second kitchen to the basement. There is an existing kitchen in Level 1 but would like to add a new simple kitchen to the basement which currently has a living, 2 bedrooms and a full bath.
