Advice on resource consent and building consent process and cost

Looking for initial advice on resource consent and building consent requirements, process and cost. I recently purchased 11 Voltaire St. Karori which has a land covenant restricting the building area to 180m2 footprint. I have not engaged an architect yet. Seeking initial advice to understand approach and considerations.
