Deck planning and resource consent process

We want to replace the window unit in our lounge with sliding doors or bifolding doors opening up onto a deck. Before we do this, we need to know if we can get resource consent for the deck. The deck will be closer to the property line than is allowed in the council plans, and we have a retaining wall at the boundary, so the deck ends up being considered higher than it actually is (measured from the base of the retaining wall). We want someone to design and plan the deck and get documents in order for resource consent.
