New build double garage

I need a double garage on a budget, but don't know how to go about it. Maybe you can manage the project? Ideally I will do as much of the work myself as possible, and bring in the required trades where necessary. A resource consent and building consent will be required. I have an idea around the design but proper drafts will be needed for consents and for building. The job will require consents, drawings, landscaping, retaining, electrical, concrete slab, and construction of a new garage. Is this doable?
