Sleepout conversion completion

We have a garage that has been converted to a sleepout by a prior owner (we understand without building consent) and would like: a) an assessment of whether it meets the required standards for a habitable space; and b) if not, a builder's quote on what we can do to bring it up to the correct standards. The aim is to have a space that is legal, both for our own use and for resale purposes.
