Kitset carport on top of retaining wall

We want to erect a kitset double carport from "Sheds and Shelters" in our current car parking area preferably in the first quarter of this year. This requires a consent because it is on top of a retaining wall. The application requires an engineers report to show if the area is suitable to have cars parked on it and a drawn plan. We will also need to describe how we will direct the water away from the roof. We hope to put in a water tank to collect some of that water but this does not have to be on top of the retaining wall.
