FULL BASEMENT CONVERSION - 3/4 bdrms + Toilet + Shower + Kitchen + Living

i have a 1960s 3 bedroom house that i want to convert the basement into a LEGAL FLAT of 3 or 4 bedrooms with small kitchen, toilet and shower. the size of the basement is approximately 10m x 5.6m the ground is sloping down, so the house is 1 level from the front but 2 levels at the back. this also reflects inside the basement, where the front area is very short in height, approximately 1.2m high (so definitely needs some digging) but at the back you can easily stand (approximately 2.4m high). there is only foundation frames and dirt inside (we are using it as a storage at the moment). the basement is basically 1/2 size of the length of the house. next to the basement is a rumpus and a garage. the basement can only be accessed through the rumpus at this stage. the flat will have to be water/damp-proofed all-around, concrete-floor and preferably steel framing to properly support the upper level as i have a plan on adding upper level sometimes in the future (so if the job completed satisfactorily, i might use you again later on for the upper level addition), unless you can convince me that wood framings will be good enough to support my application . aluminium windows all-around. also needs to convert the laundry room into an access area into the flat. each bedroom will have 2 separate power plugs on each ends, tv aerial uhf plug. if space permitted, would like to have a built-in wardrobe (double-size) in each bedroom. the area i'm thinking of putting a toilet, shower and kitchen, has got access to water (as it's right below the upper level toilet and kitchen) and there is also a laundry room next to it. the house is currently on gas for hot water and cooking with no hot water cylinder. i want to share the gas system for the flat too. i need someone that can organise/manage everything for me (i don't want to deal with multiple tradies as i'm working during the day), from organising all the paperworks, permits, etc (from and to the council), all the relevant tradies (electrician, plumber, etc), basically everything from the very start to the end. the person i deal with must be certified / licensed to do this job (same with his/her tradie contractors), must be the one who project manage everything from start to finish, and the quote will be the final price (except for an "authorised" additonal items/works) and he/she can deliver the finished product on the promised time. all the rubbish will be removed staged by staged if possible, and on completion, all the rubbish will be completely removed --- need to apply - reference needed i prefer someone local (in north shore area too for easy contact) can you assist with a quote at this stage ?
