planner to build (can not up load drawing)

We have a 400m2 that we wish to develop and build a 4 bedroom 2 bathroom house We are looking for a planner to help with this project and position the house on the property as there is a flood path and 2 man holes. We have spoken to council and it can be done but we need to designed the footings / foundation to meet council consent requirements and for subdivision (not subdividing until after the build.)
