Cabin in a fill control living zone for reserves

We are hoping to build a kitset cabin under 60m2 on our land in Paekakariki. We know the back of our site where we plan to build this is subject to a flood hazard called fill control. The site is also in a 'living zone' for reserves. What we want is a designer / buidling professional to provide us with a quotation of the total cost of this project include building and resource consents. The quotation should address council requirements, approvals required, power connections, water, wastewater, greywater, foundations, insulations etc.
