Project manager to see out completion of job with our contractor

We are in the process of completing a home renovation that was estimated at 12 weeks and has now been ongoing for 14 months! We need a qualified person to manage our contractor through to completion and see that quality standards and the terms of the contract are met. There is very little left to complete. However, our concerns are around enforcing quality standards and actually getting to the point that a code compliance certificate is issued. We have had a bad experience and would like an independent person to take up the relationship with the contractor on our behalf so that emotions do not affect the outcomes.
