Resource consent application for converting basement garage into separate flat

I have a 3 level house and lower level has 250mm concrete perimeter 1-car garage. I want to convert this garage into a kitchen + bathroom and already have all documentation for building consent. Just need help with writing a resource consent application with Dunedin Council. Please reply with cost estimate and timeframe.
