Consultancy - Relocation of garage to site

We would like to have some input on our concept. We have a section and would like a garage relocated to the area and a concrete slab laid for: - the relocated garage - a carport next to it - addition to the driveway We are getting an idea of costs and consent process. We need consultancy on whether the work needs resource or building consent, do we have stormwater, electrical or waste water running underneath the proposed area and how to proceed, if we need an LBP to perform work or whether we can perform ourselves. This is our first home and a cheaper route is a positive for us. Attached are some general photos of the area as well as some computer made images with some general dimensions.
