151B Rocking Horse Road As-Is Where-Is rebuild plan

Our bank requires a plan, expected costings and a timeline to consider lending on an As-Is Where-Is we'd like to buy in Southshore. It has been vacant since the earthquakes, though the attached twin home has been renovated. We are not needing individual contractors estimates at this stage, though you as a project manager may require them. I am interested in partnering with a project management firm that understands the best methods and contractors for leveling slabs, reattaching columns and floors etc (structural rebuilding). Detailed plans and consents might be required if we buy the home, but aren't required now. We and our bank just need to know whether it can be done, how much it might cost, and about how long it might take.
