Planning advice-church conversion

We are currently planning a church conversion in Shirley, chch. We will be turning it into living and workshop/studio areas, for our small family. We have an architect involved. However we would love some help understanding our options in terms of change of use requirements, and as we are in a flood management area, the consequential resource consent process as our current floor level is below the new requirements for a dwelling.
