Consent Required?

Many years ago (before I bought) the former owner of my place cut an entryway through the concrete block of the garage. See photos attached. It has concrete poured on the top layer of concrete block (acting as a lintel) so understand it is structurally ok, however I was wondering whether I need a building consent for this opening, or whether it needs to be covered back up. Would someone be able to give me a price to take a look and give me some advice. Cheers.
