Removing of a weight bearing wall

We were looking to remove a weight bearing wall, but have been told by several contractors that since this is a weight bearing wall, will need a council approval. Not a problem with that. Want to do everything by the book and legally. But since the baby is due in Jan, we've ran out of time. But are still interested in getting the "paperwork" end of things done so when decide to go ahead, we're not waiting. So need a quote on the cost of getting an engineer's report, plans drawn up and a bonus of having a good working knowledge of the council aspect of the project.
