Building consent initiation - deck and basement

I am about to commence planning and scoping of alterations which includes: 1. replacement of existing back deck with new, larger structure which extends closer to the fence/boundary; and 2. Development of basement beneath the house (will require some excavation on the sloped site). I have some conceptual plans already and need to understand how to progress with building consent and what is required to do so (sequencing, documentation, plan details, costs, timing, etc). The house is an old villa located in Ponsonby.
