Resource consent application due to new deck

Hi, We have a building consent approved (new deck, kitchen & bathroom renovation) but have a section 37 tag which asks us to apply for a resource consent. This is due to part of the new deck (about 30% of the new deck area) is more than 1.0m above ground level so is counted in the building coverage. So with the new deck the building coverage will be 37% which exceeds the maximum 35% by 2%. We may also exceed the 25% impermeable surface coverage for driveways etc and not have enough permeable grass area (i.e less than the required 40%). We have spoken to town planning department at Auckland Council and they want a table with all the % coverage and more detailed explanations on environmental effects eg. Aesthetics and how it affects neighbours etc. Our architect has already written an environmental effect report but council has refused to accept the resource consent application due to insufficient details and explanations. It is a minor infringement and they don't think it will be a problem to approve but they want a more detailed report with the application. Hence, we are looking for someone with experience in resource consent application to write a more detailed report to submit for the resource consent.
