Replace Hot Water Cylinder

We are looking to replace our low pressure + wetback hot water cylinder with a mains pressure cylinder. We want to continue to use the wetback. In addition we want to EITHER a) connect solar up to it at installation time OR b) have the ability to add solar at a future date. Whangarei District Council have advised us that building consent will be required for this work. Please indicate whether you would be willing to handle the Building Consent application and sign-off process on our behalf, or if you would require us to do this.
