Inbuilt toilet buttons hard to push/advice on leaking external Pipe

We had another plumber come to fix a dripping cistern. It doesn't seem to leak as much but now the buttons are very hard to push down. Sometimes almost impossible. Also, we have a pipe which is rusting and leaking on our path which we would like some advice on.
