Outdoor drain redirection

Hi We are getting a retaining wall installed after winter on our front bank, and there is currently very poor drainage for the area. We are looking for someone to come and have a look and help find a solution so that when the retaining wall is put up, we can be confident the area will drain properly. There is currently a small ditch running under the deck which is meant to provide drainage but this is always blocked and holds the water for days. There is also a pipe running down from the carport above the ditch which provides drainage from there but this water just ends up in the ditch as well. overall we inherited a drainage mess in the house.
