Overflowing header tank and leaking bathroom tap

Our Header Tank seems to overflow on a regular basis - causing quite a build up of water along the ground (it is quite "swampy" at the moment). The ball cock has been adjusted, but the problem just seems to be getting worse. Also our bathroom hot water tap is dripping - it is a ceramic tap -so it is just not as simple as changing a washer
