concrete block garage

We need a 6 x 4 metrles garage built. the site is slopping so would need to be excavated approx 1.2 metres at the steepest part so ideally the concrete blocks would also double as a retaining wall. Also if we built in concrete blocks hopefully the garage could be sited close to the boundry. As the foundations would go over 50 year old sewerage pipes it would be wise to redo the pipes after excavation.The section is in Tawa.
