Assessing and fixing leaking toilet

Water seems that be seeping out of the bottom of the toilet, potentially from the cistern as well. We thought it was condensation from after having a shower, but you can see seeping out when you look at the back of the toilet as you flush it. It takes a couple of flushes to get rid of everything so it may be blocked as well. We need someone to check the toilet and its plumbing, identify the problem and fix it.
