Hot Water Problem

-Noticed cold water was draining constantly from the drain pipe that goes into the gully gutter. This water keeps draining even after turning off the power to the hot water system. -Round Gate below the seating is broken (spindles likely broken). The gate was turned off to check, but now cant turn it back on, so no hot water coming from the taps. -Suspecting the valves to be faulty. -Note that half the cylinder is in the attic (ever since I moved into the property it has been like that). -I don't see anything like drain or pipe coming out the roof, but this is checked from a distance so unsure. -Changing round gate will likely require draining, you would have to suggest the best method to get this drained without flooding the house (plumber's responsibility to make sure no flooding occurs). -Attaching some pictures. Please feel free to visit and quote asap, wanting to get this fixed ASAP as currently there is no hot water in the taps.
