Toilet leak

The toilet is not secured to the tiles properly and in fact is loose ( I think it was secured down only with silicone and now the silicone has worn off) and also there is water leaking. I think the water leak is either coming from the rubber connector thing that connects the toilet to the pipe in the wall or from a pipe in the cistern above or something like that. In the photos you can see a droplet of water coming from the pipe. I'm organising the job, I'm a boarder in the house, but the house owner will pay for the job, hopefully not too expensive.
