Lead flashing to be soldered to Flue outer

Hi there, Got a log burner installed. But it failed its consent. The Lead flashing is required to be soldered to the Flue outer for the Log burner to pass the permit. It had been silicone sealed instead, which apparently is not good enough under the building code to last for at least a minimum of 15 years. Could someone quote for this to be sorted. Thanks.
