Adding a down pipe or fix part of the gutter

We are in rural and collecting rain water from roof. One section of our gutter always has water pouring out when raining hard so thinking to add an extra down pipe at that part. currentally we have 2 down pipes in total. Or have that part of the gutter fixed.
