water tank cleaned

We need someone to clean and sanitise our water tank. It is standard household size and is under the house. The issue is that there is only a 60cm clearance between the lid and the floor above. I've approached one business and it was in the too hard basket. I'm assuming it will mean a rope ladder to exit and a hand wash as opposed to using long handled equipment. Can anyone help me? Thanks
