Drainage for front lawn and building

We need a drain layer that can remove a collapsed septic tank and dig up the backfill from a block wall. The wall needs to be waterproofed and drainage needs to be put in behind the wall to stop the water pooling and seeping through the wall in the rain. I imagine New soak holes will be required to help move the water.
