New Stormwater Drainage or Soak Holes

I have a house that has no stormwater drainage system. Need to know best cost effective option; lay drains to road and connect to council or put in soak holes? Also whether this would require a consent. Some of the downspouts require replacing so job may incorporate this work too. The house is tenanted.
