Water Tank Pump

We need our concrete water tank looked at to ensure that it doesn't leak, we also would like the pump looked at as we have sputtering when we turn on taps. And we want to see if the tank has a filter fitted and if it has, does it need replacing and if it doesn't getting a filter fitted. Fairly urgent job
