Fit new external garden tap

We need some help fitting a new external water tap down by our garage. Just for car washing, gardening, homebrew, refilling emergency supplies. The toby is close by, and it's on the roadside, so I'm hoping it's a matter of fixing a tap with a removable/lockable handle to the concrete wall, running some pipe to it, and hooking it up. No timeframes, but would like to do it as soon as we can.
