Hot water tank

I have no hot water at present, unsure whether it is the tank that is the problem or whether the controlled electric meter is faulty. The controlled electric meter has been making a lot of noise for a couple of months and I had planned to call the electric company to check it out. Now there is no noise coming from the meter and I have no hot water. Have spoken to a friend who asked an electrician re: meter noise who stated it could be something to do with the ripple control. Would appreciate if anyone could shed some light on this problem. Not sure whether I need an electrician or plumber. Thanks.
