Cold water laundry faucet and outdoor drain to be checked!

I have recently bought two dwellings on one title. For one of the dwellings, the laundry tub has both cold and hot water, however the cold water faucet under the tub has no water coming out of it, so I can't do washing. It appears something is stopping the water from coming through to the faucet - so need a professional to check it out please! In the second dwelling, the outdoor drain overflows with water a bit when the washing machine is on, then slowly goes down when it's finished. Assuming there's a blockage somewhere - likely rocks and leaves as these are surrounding the area.
